CitDig organized the “II Ibero-American Congress on Law and Digital Technologies” (under the theme “Rule of law and digital transition”), on 28 and 29 November 2024, in the Noble Auditorium of the School of Law, UMinho, in which the challenges of the rule of law in the face of the digital transition were addressed, based on the four criteria used by the European Commission to assess the situation of the rule of law in the different Member States, which are: i) functioning of the justice system (focusing on its independence, quality and efficiency); ii) anti-corruption framework (focusing on the effectiveness of national anti-corruption policies); iii) media pluralism and freedom (focusing on the independence of the sector’s regulators, transparency and concentration of media ownership, the safety of journalists and access to information, etc.), and iv) institutional checks and balances (focusing on the quality and comprehensiveness of the national legislative process, the role of independent authorities, the role of civil society in organisations safeguarding the rule of law; etc.).
